Lights aren't new to Arthur, but in this particular way they are. For him, lights have always meant civilisation, pollution that blocks the night sky, something unpleasant. This? This he can freely admit is beautiful, and he'd be lying if he claimed to not be stunned by it.
Something that stuns him further, though, is to have a woman suddenly latch onto him and hide her face against him, lingering there until the first fanfare of the music quiets down. If somebody asked, he might prefer to say that he let her stay there because he was simply too surprised to react in time, but the truth is, well ... Clearly she's out of her depth, and he feels sympathy for that.
